The City Administrator is in charge with the general administration of the City with
authority to appoint and supervise the department heads of the City and the general responsibility to administer the governmental and proprietary activities of the City; to perform the functions and
exercise the authority set forth in the personnel rules of the City; to make recommendations to the
City Council concerning the affairs of the City; to keep the City Council advised of the financial
conditions and future needs of the City; and to prepare and submit to the City Council such reports as are required by the City Council.
